DRAFT NC PLAN READY FOR A MARCH 23rd VOTE

The Neighborhood Conservation (NC) Plan process that began last spring with a neighborhood wide survey is now ready for neighborhood approval. A special meeting has been scheduled for Tuesday, March 23 at the Arlington Traditional School (ATS) located at 855 N. Edison St. (please note the date change). The entire neighborhood will have an opportunity to vote on the plan. The plan will then be submitted to the County and, once approved, NC funds will become available for neighborhood projects. The first project will likely involve traffic calming, but a specific project has not yet been identified.

All residents within the Association area are encouraged to attend the meeting and take part in this process. Potential projects will be discussed at the meeting. The meeting will start at 7 PM in the ATS Multi-Purpose Room. The Draft NC Plan is available for review on the Association's web site: http://members.xoom.com/bluemont.

COUNTY BOARD SPECIAL ELECTION CANDIDATES NIGHT

Ashton Heights and Bluemont are joining Ballston-Virginia Square Civic Association in co-hosting a Candidate's Night for the upcoming County Board Special Election. This special even will be held at the National Rural Electric Cooperative Association (NRECA) located at 4301 Wilson Blve. starting at 7:30 PM on Tuesday, March 30. There is free parking in the garage (Taylor St. entrance) as long as you enter by 8 PM. This is an excellent opportunity to let the candidates know our neighborhood priorities. All are welcome to attend. Following the one-hour debate, County staff will discuss the County's new Economic Development Plan, which includes user friendly improvements, including new signs.


4-MILE RUN STREAM ECOLOGY

The 4-Mile Run Stream Ecology Presentation by Cliff Fairweather of the Audubon Society has been rescheduled for the April 27 General Meeting. Mr. Fairweather will also conduct an Interpretive Walk along the stream from 2 to 4 PM on Saturday, May 8 (May 15 will be the rain date). The April 27 meeting will be held at ATS starting at 7 PM. The Interpretive Walk will begin at Bon Air Park.

Where to Find the NC Plan

The Draft NC Plan is over 50 pages long and, for that reason, individual copies are not available. However, the plan may be viewed or printed from the Association's web site at http://members.xooml.com/bluemont. You can obtain access to the Internet at the Arlington County Central Library or other library branches. We're Only Almost Broke

Given our serious budget deficit, we sent out a cry for 'help' in the last Newsletter to all members who had yet to pay dues this year. Over fifty members responded to the call, many with extra support, and several with generous gifts of $50 or more. Thank you. We were somewhat over-whelmed at the generosity, but also encouraged since everyone has been extremely supportive of Association initiatives. But we're not out of the woods yet! Close to 100 members still have not paid this year's dues, and we still are looking for 200 new members. We need your support, and you need the Association to advocate neighborhood projects. We're very close to seeing some significant improvements to our neighborhoods as a result of the NC Planning process, and that has only happened because of neighborhood support. Your dues go to the Newsletter and events like the Halloween Parade, Neighborhood Day, and Candidates' Night. Support your Association.

Two New Committees Formed

The Association has added an Outreach Committee and Neighbor-hood Projects Committee to its list of standing committees.

The Outreach Committee is in charge of publishing and distributing the Newsletter and encouraging neigh-bors to join the Association. They need your help, particularly if you're good at desktop publishing and editing. If interested in helping out (not a great deal of time is necessary) please contact Karen DeCarlo at 525-5467 or kgdecarlo@netzero.net.

The Neighborhood Projects Com-mittee will pick up where the NC process leaves off. The purpose of this committee, which is chaired by Sam Kubiak, is to make sure that neighborhood projects are identified, clearly specified, and are consistent with the goals of the NC Plan. This committee will serve as a forum for neighborhood planning. (The NC Plan is just the jumping off point for neighborhood projects). Proposed By-Laws Amendment

A proposed By-Laws Amendment increasing Association annual dues from $7 to $12 and changing to a calendar year will be voted on at the March 23rd meeting. This measure is being recommended in part to meet the current budget shortfall and to ensure that funds are available for next fall's events.
